“Rudlin Consulting, the European representative for Japan Intercultural Consulting, says that prepaid mobile has not been popular in Japan, even though operators launched services at the end of the 1990s. It suggests that one reason for the lack of popularity is that operators do not promote their prepaid services. Even J-Phone, whose Preca service is perhaps the best known, only makes about 5% of its revenues from prepaid users, noted the consultant.”
